I like this guy named randy and I don't know how to get him to notice me and I am running for homecoming queen and I asked him to be my escort bet he said no and there is no one else that I want to go with me.What Do I Do??????????

Just went through a similar situation.
ask him to go with you... guys can be bad at taking hints so be very blunt.
if you can't get the guts to ask him as a date-date then ask him to go as friends and see where it goes. (That's what i did and my night ended GREAT)
