closing the toilet door stops the first problem.
as for not liking your sister, the best way to make friends with a dog is to feed it. start getting your sister to feed the dog, and soon enough the dog will be friends with her. my mother had problems with our Alsatian years ago, but once she became the primary feeder, the dog went from rebel to obedient real fast.

Just cause he drinks out of the toilet doesn't mean anything. Alll that means is you need to teach him not to, or you need to keep the toilet seat down when the toilet is not being used.

Keep the toilet seat down and put ice cubes in his water bowl. Let your sister give him treats to win his heart.

You should probably ask your sister to take your dog to training classes. This will help you fix the problems and it will also form a bound between your dog and your sister. Petsmart has great training classes.
