You need to ask him out cause there are more women in America than men. So if you don't make your move then he'll just go for another girl.

If you want to ask the guy out, there's no reason why you shouldn't.
The concept of "the guy should do the asking" is just a socialized idea, and in it's own way egotistical on the girl's part.
The other thing is it can work against a girl as well. The guy might actually be interested in the girl, but if he is shy, uncertain, etc. he might not say anything either. If the girl is willing to make the first move, she can break the impass. If she knows she want to ask but doesn't, then she has to realize by choosing not to, she might never know if the interest was there on the other end.

I think it depends on if the guy as made any sort of move to show he likes you or you feel vibes he does. If you feel confident enough then I say go for it. Sometimes if you don't make a move, than you will never know if he was a keeper.
