They are many sites, but you could try your local YMCA for a cheap amount or try to get a chat friend who speak french...

Rosetta Stone is good. You can also do a google search for learning French. I know that there are websites out there. In addition, try your local alliance francaise. Finally, there are chat rooms on yahoo which could help.

Of course, without a FAST Internet connection and speakers, you won't be able to fully learn the language since you wouldn't be able to hear it.

Some libraries offer subscriptions to Rosetta Stone for free. Check with your library. Here in Kentucky, it has to be the STATE library, not the county. Rosetta Stone is one of the best programs for learning another language.
