Is there a DVD copying device that will record a DVD with its copy protection and all.

I don't understand why a DVD that is digital information, can't be copied in whole onto another disc without a decrypting program. Isn't there any one to one device that will simply copy ALL the digital data from one disc to another without the need for decrypting?

Any commercial DVD has a copyright protection to prevent piracy, unlawful distribution and resale. That is the whole point in making it difficult to copy a commercial DVD. If they made it so easy, everyone would do it and no one would make money.

The answer is "no". There is not a device that will make a copy of a commercial DVD to a DVD. In order to do this, you have to break the copyright protection. Computer and a DVD-RW drive is the only way right now.
