In Pennsylvania YES. It's called conspiracy. That's when two or more people plan a crime of any nature and each takes at least one significant step to committing that crime. Then they each get charged with conspiracy which holds the same offense grading as the crime they were trying or did commit.

Uh.....yes, if two people are in the same spot, let's say after curfew and both are caught, then they can both be charged with curfew violation, this goes with any charge they may face,
