The scratching isn't the problem. It's only the symptom. To solve the symptom you have to solve the problem. Itchy doggies can be caused by any number of things: flea bites; flea allergy; fungal skin infections; mites; allergy based dermatitis from anything like grasses to their food; low levels of humidity in winter exacerbated by indoor heating; behavioural problems etc etc etc. Do take her to the vet for a diagnosis. If she does have allergies, you can try switching her diet to a low allergy food - usually ones without beef content like eukanuba lamb and rice or chicken and rice formula. There are other brands with similar lines but I"m unable to recall what they are. When we show yorkies we also make booties for them so that they can't scratch with their nails behind their ears and break off all of their fur. This is essentially a piece of stretchy cotton knit fabric wrapped around the foot and held together with a bit of duct tape. Doesn't look hot but it does the job. They still get a scratching out of it but the nails won't break the skin (or fur - not an issue with a pug). Again, this is only going to treat her reaction not the problem. If you stop her from scratching and she still has the itch, she is going to go INSANE and she'll just be miserable.
It is extremely important that you do take her to the vet. The skin is the largest organ in the body. With that said, if her skin isn't 100% it compromises her immune system and may lead to her being more susceptible to other infections and nasties out there.

You first need to find out the origin of the itching. It might be as simple as fleas biting her. It could be an allergy to food or even an allergy to fleas or the bites they leave. Or it might be an allergy to even the flea soap and flea powder. It also might be the early stages of the mange.
The best thing to do is take your dog to the vet. It might cost a few dollars to have her tested for the allergy, but it will be worth it in the long run to stop her scratching. Too much scratching can lead to an infection that may be detrimental to the dog.

Take your pug to the veterinarian and they will find out exactly what is wrong with her. More than likely since it's winter time and it's dry outside, she has some kind of skin disorder. They'll put one of those lamp looking things around her so she doesn't scratch so much while healing. It'll look funny. :)

What is the matter with scratching? Unless your pug has fleas or ticks. Take it to your vet and they should give it medication for it.
