Pluto was meant to be Mickey's pet and Goofy was his friend. They still understand Pluto in the cartoon.

Almost every root Disney Character is an anthropomorphic animal (animals that behave like people). So Pluto, characterized as a pet, does not talk. It's the only way to tell the difference between the animals that are people-like, and the animals that are pet-like.

ah the everlasting question springs up back... the actual question is that if pluto and goofy are the two canines, how come goofy have been given tocontinual around contained in the motor vehicle with micky.... and how come goofy would desire to talk and have adventures collectively as pluto had to stay chained up all day???!?!?
