First of all, is messing another guys' hair, or her poking him, or getting into a playful fight with him flirting? The guy's usually initiate it though, but it seems to me that she encourages them by flirting back. I don't think I'm over-reacting by approaching her. At first I played it cool, like it didn't affect me.
After putting up with it for a while, I confronted her about it since it bothered me, and I told her, "It really bothers me when you flirt with other guys. I feel when you flirt with other guys, that I'm not enough for you." She told me she was sorry and it wouldn't happen again.
About a month later, it happened again. I told her she doesn't seem to respect me enough, so I dumped her. We later got back together and I decided to give her another chance. It's been another month, and I think it's starting again.

When I talked to her about it, she said she was sorry, and she doesn't even like those guys, and only me. So I asked her, "then why flirt with them?" She just told me, "I don't know..."
I think I'm a decent looking guy, funny, and nice to the people around me. It kinda makes me wonder if I could put up with it..

So stop playing cool when it happens. Just walk away and leave her wherever you happen to be. Show her that you're really serious about not putting up with it anymore.
Sounds to me like she's shopping. Seeing what other "merchandise" is out there. I wouldn't put up with it from any guy, and I don't think you should put up with it from her.
Maybe you shouldn't have taken her back.

Some women are trouble. When they act like that in the open, it's just a matter of time before you get into a street fight with some drunk that wants to claim her as his own. Been there, done that. Get rid of her and find a real woman with some class.

Some girls have a flirty personality and you shouldn't take it to heart. But if you told your gf that it bugged you and she still does it then you should turn the tables and flirt with other girls when she is there. i know it might seem inmature but once she sees how it feels to be on the other side then she will stop.

I see it as one of two things. Either she's dumb and doesn't realize what she is doing. Or worse she is trying to make you jealous and its working. Either way you should dump her and be very clear as to why. Other more stable girls are out there and will notice. It'll pay off in the end.

I guess if you are gonna stay with her, you are gonna have to live with this, or flirt with her yourself.
If she does it right in front of you, she probably does not feel its flirting?
