I believe that anything in excess is a sin. There are versus in the Bible that talks about that.
Gambling can quickly lead to excess. When you look at places like Las Vegas and Atlantic City, it is pretty clear that gambling is not something that God would smile upon.
There are a lot of things that aren't in the Bible that are sin. Do we really expect God to spell everything out for us? He did give us brains to figure things out ourselves...

Life is like a gamble. You make a choice on what road to take in your life. There are times it is like hit and miss because of the judgement on the choice you make. Gambling is not a sin, it is about taking risk and depending most of the time from luck than wit. Gambling however, could lead one to many sins from small to big to great sins. Addiction to gambling will lead one to use his money to more than what is necessary or needed, someone may tend to lie, borrow, steal, sell his properties, sell his soul and worse to kill or be killed. Those are just few of the many factors that destroy a person to gambling. Of course. there are those considered good and lucky in gambling. Some greats were even able to build an empire out of gambling. It is like drinking alcohol, it is not a sin to drink alcoholic beverages but it will oftentimes lead one to commit sin when it becomes an obssession. Like love, it is a great thing to be when one or both are in love but an obssessive desire to love and be loved may put one or both to a dangerous or promiscous adventure.

Gambling per se is not a sin.

It is only a sin if you risk more than you can afford to lose.

I would say then, it would be a sin against prudence.

But it is not imprudent to gamble small amounts that would not hurt you if you lost them.

As long as you never gamble more than you can afford to lose (because you will lose), it is not a sin.
