Seems to be that way. It also seems that biblical laws are intended only for non-christians. Christians can break them, repent, break them, repent, ad infinitum.

Biblical laws only apply to people who believe in them and are willing to be dominated by them. So, as far as I'm concerned, no, because U.S. federal laws apply to me withing U.S. territory, but biblical laws do not.

Absolutely! Many of the 613 commandments only apply in Israel, and most of them only apply to Jews. To discover which are which, you will need to study "case law" which is found in the Talmud.
