Yes, neck pain and headaches are absolutely related.
Neck muscle spasm can cause headache in 2 ways...
1. Through a knot in the muscle called a "trigger point", which can shoot pain into the head, face, or down an arm
2. Through the irritation of either of the 2 upper neck nerves, which go into the head, by misaligned neck bones.
If you haven't gotten relief after months of Valium and neck exercises, you really need to try something else. Call a chiropractor or an acupuncturist. In the meantime, try some ice on the nape of your neck, where your skull meets your neck in the back, for no more than 10 minutes at a time a few times a day. Don't fall asleep on it, you'll give yourself frostbite :)
Good luck!

I believe you are experiencing what is called a tension headache. Tension headaches result from the contraction (tensing) of neck and scalp muscles.

One cause of this muscle contraction is a response to stress, depression, head injury, or anxiety. Any activity that causes the head to be held in one position for a long time without moving can cause a headache also.

Solution?
Learn and practice stress management strategies. Some people find relaxation exercises or meditation helpful.

Use good posture when reading, working, or doing other activities that may cause headache.

Exercise the neck and shoulders frequently when typing, working on computers, or doing close work.

Enough sleep and rest, or massage of sore muscles can help reduce the chance that a headache will occur. Hot showers or baths may relieve a headache for some people.

Over-the-counter analgesics may relieve pain if the above measures are ineffective.

Headache is a pain in the head, scalp or neck. Headaches can be
caused by minor problems like eyestrain, lack of coffee or more
serious reasons like head injury, brain tumors, encephalitis and
meningitis. Taking painkillers continuously can have harmful side
effects, so it is better to modify your lifestyle. More information

Very possibly. I could be muscle strain. Some doctors like Chiopractors will crack the neck to take pressure off.
