I think the flirting on the phone is easiest when things are still fairly new between the two of you. AT this stage it seems that you're still kinda shy. at least you wont have to look at the person in the eye while flirting on the phone. You can try by teasing him about something first.
Just be yourself, relax, be playful, have fun, dont worry about being shy, if he doesnt appreciate your playfulness, it's his lost dont worry about doing the wrong thing, so many men out there for you to fish.

it's fun to flirt on the phone, but sort of cheesy. just get together with him in person. physical flirting is much more intense and easy to read back and forth.
