Your phrase is basically spanish, but it is not completely correct... The word "hows" does not exist in spanish.
"Hola" means hello
"él que va" means he who goes...
So, as you can see, the phrase does not really make much sense...
Perhaps you meant "Hola, como te va?" or "Hola como le va"
Which both mean "Hi, how are you".

Are you sure you got it right?...."Hola" means Hi..or Hello...
but "el que va?"...probably they meant..."como le va?" which means... How's it going?....or it could've been a reference to someone.
