Try using Pert Plus. This gives your hair a clean smell and usually foams a bit. Or, if you don't want to buy that, you can just shampoo twice and see if that helps!

*Shampooing twice usually gets hair really clean and the second time the shampoo will foam better. The only problem is that it could dry out your hair because it strips your hair of oil and all of that.

Sounds like you might need to use a hair clarifier. Sometimes even buildup that you cant see is there, which can cause your shampoo not to foam.
You can use one like by Neutrogena or Suave, or you can do one made at home with some apple cider vinegar (dilute first)

You can do this once a week if needed.

Just experiment with different brands. Maybe invest in something a little more expensive?? I use Aveda brand which smells lush - natural flowers & herbs and it works a treat for me.
