[30] And the times of this ignorance God winked at; but now commandeth all men every where to repent:

Following my Romanian translation, God overlooked the times of ignorance, or closed His eyes to them.

I also found this meaning of "wink" in the dictionary:

14. wink at, to ignore deliberately, as to avoid the necessity of taking action: to wink at minor offenses.

God "winking at" or "overlooking" their ignorance does not mean he was ok with it. In their ignorance the heathen nations, the gentiles, did not worship him but worshiped idols they had created. All men know there is a God - Romans 1:19-21, but they suppress this truth. Before Christ, God left the foreign nations to themselves (although they were still accountable for their sin), and only revealed Himself to the nation of Israel. But after Christ, the great commission was given, the command to go out into all the world and preach the gospel, thus giving a call to repentance and faith in Christ, to all the nations unlike before.

God alone is the Judge and He takes into consideration where someone is born and in what circumstances. He will hold you responsible for what you know and could know...but not for what you had no chance of knowing. Psalms 87:5,6 John 9:41

Learn to read King James English or do not read it at all, "winked" here means "overlooked".

Do not read the KJV unless you understand the English of that period. While it sounds nice, in regard to contemporary society it is like a different language altogether.
