when i try to do this in order to shut down some broken application, a little windows tells me the administartor made it not available.
Im supouse to be the administrator, and I didn´t do it, can you tell how to fix this?

You need to go to start>control panel>user accounts> see if you are the admin. Sometimes the admin account is hidden. Check this out and see if you are admin.

Even though you're the administrator, it is possible that you have logged in as another user. To see if this is the case, click "Start", "Log off", then Switch user and follow the menus from there. .

Go to this link
search for item 113
Right click the word Enable and select save link as
save the file to your desktop.
double click the file.
windows will ask if you want to modify the registry click OK
Then restart the computer for it to take effect
that should do it.
