Animal "crying" can be a sign of chronic pain. Have you had her checked for arthritis or other conditions?

Chihuahuas have large expressive eyes - they are perhaps one of, if not their most, endearing features, who could resist them? I certainly can’t
Because most owners of companion Chihuahuas spend a lot of time with their dogs and a lot of eye contact is usually made, obvious eye problems soon become apparent and can be quickly dealt with.
Unless there is problem with the eyes, they don’t need any special attention and it is best not to interfere. Some Chihuahuas' tear ducts are too small and this can lead to dark tear stains under their eyes, which can be considered unsightly (especially in light coloured dogs) but can easily be removed. Depending on the severity of the problem, remove the stains daily, or morning and night, using a clean moist cloth. Use tepid water and be careful to avoid contact with the eye itself. Don’t allow the discharge to build up and harden as this will of course prove more difficult to remove. Preparatory lotions are available from your pet store and these may be useful if the problem is severe, though I’d go for using water, rather than chemicals (no matter how gentle) if possible.
If tear stains are a major concern, speak to your vet in case there is a medical reason, such as infection, that is causing the discharge. Your Chihuahua's eyes are as precious as your own, never neglect them or put off a visit to your vet if you think your dog has a problem. Honey needs her eyes cleaning a couple of times a week, whereas Jago has no obvious tear staining at all.
If you would rather avoid (and most people will) a Chihuahua with considerable staining, ask the breeder of any pups that you inquire about, if the parents are affected, and if so to what extent. Many Chihuahuas do have this problem but some are certainly a lot worse than others. Surely it is the best interests of the breed to minimise the problem, if not eradicate it? This of course is the responsibility of Chihuahua breeders.
General Eye Care Is No More Than Common Sense Really.
Never let your Chihuahua hold his head out of the car window when it is moving. Dust, or even worse, grit or stones flung up from the road could cause terrible injury.
Avoid getting shampoo in your Chihuahuas eyes when you are bathing him - even those designed for dogs may cause irritation.
If you own more than one Chihuahua, be especially careful to keep their claws trimmed, as this may help prevent injury to the eyes if they are playing together.
If, like us, you have cats in the home, discourage your dogs from chasing them, even playfully. Even the most placid cat, can occasionally strike out if an over exuberant Chihuahua disturbs his snooze!
Avoid areas with lots of brambles, thorns and harsh undergrowth. Realistically, any dog could damage his eyes in these areas, but as a Chihuahuas eyes are so large and protrude, they may be more susceptible.
More serious conditions
Like us, dogs may develop serious conditions that effect the eye and so anything unusual should be seen by a veterinary surgeon as soon as possible. Never try to treat eye problems yourself. Neglecting to take prompt action may have dire consequences.
Always have injuries to the eyeball examined without any delay, even if out of hours, ring your vets surgery for advice.

my friends chihuahua cry all the times ,and is not the eyes glands ! The dogs make cry sounds and if they do is for reason, dogs don t cry for no reason. Who said that **** !?

you gotta see when did she started doing this, was it before the puppies? if it was before the puppies maybe she's just depressed, now are the puppies hers or someone else's?
animals too can go through emotions like most woman do, before or after giving birth, take her to her vet and see what he/she saids.

Dogs don't cry to show sadness. They just don't. Have a vet check her out. She could be in danger
