The correct answer is...if you're buying the car outright (paying cash), you can buy it at any age, but you have to be a licensed driver to register it, transfer the title, or get license plates. So the car would be useless to you, as you couldn't legally drive it. You also cannot get a loan to buy a car from a bank or other lender unless you are 18 or older and have a valid license, and you must get full insurance coverage as well on a financed car.
Your best bet would be to have your parents do the transaction. Let's say you have the cash to buy a cheap car... you've had it checked out, it's reliable, and a good buy.... then take mom or dad with you, give them the cash, have them buy it and register it in their name, and that way you will a) be able to get the title, plates, etc (in their name) and thus you'll be able to legally drive the car, and b) you can be listed as a secondary driver on the folks' insurance policy....cheaper rates for you, and you won't need to have full coverage...if it's a cheap car, basic liability, and maybe comprehensive coverage is all you'll need.
As far as the "bank financing" option....at your age, forget it. First off, you don't need a brand new or late model expensive used car for your first vehicle; second, you can't afford to insure it (unless you're rich), because banks require full coverage and with you as prmary driver, it will be SUPER expensive... and third, you'll never get the loan without Mom and Dad co-signing, in which case they're essentially buying the car....and will be responsible when you can't make the payments. Now hey, if you can talk them into it, great...but realistically, your best bet is to find a cheap but dependable car, pay cash, put it in the folks' name, and add it on mom and dad's insurance.

The first car I bought was a 1964 Buick Skylark. I was 14 and didn't even have a learner permit. You can buy a car at any age. You just need to have a license to drive it. When I bought the 64 we loaded it up on the trailer and towed it home. So in answer to your question Yes. Yes you can. You might need to have a parent drive it home for you. If you are looking to get a loan you need to have your parents get the loan for you and be the signers on the loan being under 18 you can not legally sign in to a contract.

Not true at all. You need a license (or a permit and a licensed driver in the seat next to you) only to drive a car. Many cars are owned by people who do not have licenses. And millions are owned by companies -- a company can't have a driver's license!
Nor do you need a license to register it! That's a load of hocum!
