Most likely a UAV, unmanned aerial vehicle. The chase plane is necessary because UAVs can't follow the general rules of flight that manned planes can. UAVs in the US are generally painted orange for added visibility.
Some areas have restricted airspace for the operation of UAVs, but they have to fly in uncontrolled airspace sometimes to get to and from the airport to restricted airspace for testing.

Orange is usually a remote control target. However planes that do fire fighting and arctic supply runs are also orange. I think their is a airline with all orange on their planes. I can't be certain without much more details like a picture.

All orange?? I think it probably was a flying target, or less probable a training plane...full orange is not so usual on test planes.....

Might have been a test plane, might have been a Navy trainer, might have been a Target Drone, many posibilities. Do you live close to a military training area?
