Most hardware stores and home centers sell a product in the paint section of the store called Goof Off. If it is a large spill and laytex paint and it has dried, scrub with a scrub brush and hot soapy water, Get as mch off as possible that way. Let it dry and then finish with the Goof Off. Minor drips and drops that are dried can usually be cleaned with a toothbrush and hot soapy water.

Latex would require hot sudsy water and a stiff brush, hopefully that will work. But it really needs to be done when the paint is fresh.
Oil base would be nail polish remover or maybe
paint remover or pure acetone (its in nail polish).
Just before you start get on your knees and pray over it, since you will need all the help you can get.

If its wet and its latex rent a carpet steam cleaner you can find them at some supermarkets. If its oil paint or its dry already(latex or oil) you are kinda screwed.

Replace it. Paint is virtually impossible to completely remove once it gets on carpet.
