Yes, an armed person is a citizen, an unarmed person is a subject.
Prior to beginning the second world war, Hitler confiscated or registered every gun in Germany, and instituted gun control. We know what came next!
If every firearm in the country had been confiscated in 1770 - by the British - there would be on United States.
The problem is an armed citizen, it is because in major crime areas (big cities) far too often the charges are reduced or dropped in order to go after bigger game. ie. a drug runner will give up his supplier for reduced sentence, etc.
Australia has confiscated most of the guns owned by honest citizens but this did little to reduce the crime because the element that was committing the robberies did not turn in their firearms.

There is no simple answer to your question! Many crimes have been averted because the would be victim had a gun. On the other hand, perpetrators who have no business having possession of a gun, have used them in extreme and heinous ways.
Responsible people who own guns normally handle them and secure them so that innocent people cannot be harmed. Irresponsible people who own guns, keep them loaded and/or store them so that young children can get their hands on them, usually cause disastrous results.
There is no way that society will ever force law abiding citizen's to surrender their guns, so the next best thing is to make it a federal offense punishable by XX years in prison for felons or people not authorized to possess such weapons!
