I think the right phrase here is "He's just not that into you." He is being honest about the extent of his feelings for you by not saying "I love you." when he apparently doesn't. Don't wait for his feelings to change. He sounds like he has behaved like a good friend who might want to be a much friendlier buddy but not a partner. Ask him what kind of person he is looking for in a serious relationship. If he answers "you", then it might just be a communication issue. If he describes somebody else or says he doesn't want a serious relationship, you haven't put him on the spot and you can keep your friendship.

I for one would not be shocked in any respect. it may outrage me, even though it would not wonder me. I say just keep it the way it is. He might like the flirting and playing and when it's right for him he will let you know. So yes, just keep it going until things turn different. I hope it turns out for the best. He seems like a really nice guy. Good luck!

I went through a little thing like this. But to tell you the truth I would keep it as friends. Its one of the best ways to decide if you guys are compatible or not. If he doesn't want to say I love you right now just stick with him, bc if he really wants something to happen he will stick around like he is....

I love you is a big step to take in a relationship. It brings many things together and can start to make the relationship a more complex one. Let him take his time. He may not be ready yet, and you have to be ok with that. Just be patient!

well i think you should tell him what u feel towards him and where do u expect the realitionship to go .. saty friends ro soemthing else.. you should make that clear so he doesn't end up getting his feelings hurt
