If you go somewhere with your phone and the battery was off it, you would not be able to be tracked. As soon as you put the battery back on, they (assuming a three lettered government agency) could determine your position quite quickly, within a few hundred feet in a matter of seconds and within 10 feet in less than a minute. This would assume that they had desired to track you at some time before you had turned your phone off. If not, then a position would not be able to be found until you put the battery on and turned your phone on. Then the prior timelines mentioned would take effect.
