I had the same problem with my '89 ford F-150. It was the high beam switch.

You have a bad switch, and easy fix, but the part may cost you a bit. Price varies from car to car.

the flasher stalk on the steering wheel is stuck, its part of the multi-function switch on the left side,, try using some penetrating oil with the spray straw to loosen it up, a new switch from dealer stock is about $186.00
