My friend doesn't have a checking account so I gave him cash for it thinking I wouldn't have a problem since it was gov. issued. But now I'm not so sure.

it will greatly depend on your bank. Most banks nowadays don't accept 3rd party checks (especially gov't checks). If they accept it they may place extra hold on the funds. If the gov't decides they don't want the check 3rd partied, they can demand you pay it back for up to 2 years!

tell your friend to get a checking or savings account or cash it them selves where it is drawn, a check cashing place or something.

They aren't supposed to cash them due to all the issues involved with theft. Checks from the gov't are only supposed to be cashed by that person. Your friend can check with some of the local businesses. Some liquor stores and cash checking places will cash it for a small fee.

Banks are not supposed to accept transferred government checks. If you have a realtionship with your bank, or find a dumb teller, you most likely will be able to deposit it as long as his and your signatures are on the back of the check. They might even request he be present when deposting. My advice is to stake out a teller that doesn't look too bright. If it gets passed the teller, you are in the clear. Good Luck!

I've always thought that government checks were "non-transferable", but perhaps not these days.

yes u can have her endorse it to you and you can put it into your account
