It depends what you mean by romantic.
More importantly, it depends on factors such as:
Is this your first time in Paris?
Do you enjoy traveling around in a new city? (buses, metro, trains)
Do you want to lay down some cash (Europe can be expensive)
Do you want to have a studio?
I use the "expedia" services
In USA: www.expedia.com
click on hotels, enter Paris and approximate dates for your first search.
Last time, I used a "Citea" hotel (Porte de la Villette) in the 19th arrondissement. It is 5 km from the centre (the island with the cathedral) but line 7 of the metro passes directly underneath the hotel AND there is a bus that goes right to the centre, leaving one block from the hotel (however, we walked most of the time; 5 km = 1 hour). Plus, the hotel has studios and suites (kitchen separate from the bedroom). Romantic breakfasts...
85 Euros per night if you stay a whole week for the superior suite.
Most hotel staff understand English. Most speak it relatively well but with a strange accent. I did not care (I speak French).

If money is not a concern then I suggest the Hôtel de Crillon at 10, Place de la Concorde, certainly one of the most elegant Hotels in Paris. its very pricey with doubles ranging from 630 euros for a double up to 7450 euros for the best suite.
The building was constructed in 1758 and Marie Antoinette took piano lessons there. (She would later be beheaded in front where an obelisk now stands).
If gold leafed and marble opulence, hot and cold running flunkies, and being treated like an Arab sheik or a movie star (both of which are commonly found there) is your idea of romantic then this is the place.
