Yes, but it would take longer. But, you wouldn't want to, just like you wouldn't want to boil water in a regular oven.
A convection oven has advantages over a normal oven, faster heating, more even. You wouldn't use it the same way you would a microwave.
Each has their different uses.

It can reheat foods yes and it can also boil water but it will take longer. Popcorn requires more direct heat. In a convection oven it will just burn and you can't put it in in the paper bag like you can a microwave.
A convection oven is just like a regular oven but it has a fan in it that circulates hot air around the food allowing it to cook faster than a conventional oven. A microwave cooks the food from the inside out.
They do however make combination convection/microwave ovens and you can turn a dial or push a button when you want it to do either. They're very expensive though but worth it if you have limited kitchen space. I have one by Kenmore and it costs about 800 bucks from Sears if you buy it in their regular stores. I got mine in their "Scratch and Dent" store for 500.

I believe it is more like a conventional oven but bakes, reheats, toasts faster and less time. I have one and I have never boiled water or made popcorn. It's also very much like a toaster oven, but the cooking process is faster.

yes, but the time and power ratios differ greatly. a convection oven, in my opinion, is probably the most efficient type to have, in conjunction with a broiler and cooktop. If you are not familiar with its uses, you may wish to book-up a little before attempting its use!

No they don't. They are similar to the oven you have with your stove. Nothing like a microwave.
