Neither. In most cases, gift certificates and money are inappropriate gifts.
One exception is when the older generation may choose to gift the young people in their family with money, at times of life milestones like graduations and weddings. But you would NOT gift money to a peer or to an acquaintance, for example.
Find an actual *item* to gift these people, even if small or homemade.

Gist cards if the choice is between the two. The problem with cash to someone other then a family member is it becomes an awkard gift, almost feels like a donation. The best choice if you are between the ideas would a gift card to a resturant.

I would give a gift card, because that way you know that they have something to show for what you got them....With cash they could just fill up on gas or blow it with nothing to show...With a gift card they have to take the time to go to a store and buy themselves something they really need or deserve.

A gift card would be more personal, but make sure it's for a place you know they would want to go to. Otherwise, if you don't have a clue, go with cash.

Gift cards are cute but cost money to purchase and impose somewhat of a use burden on the recipient. To heck with it, this year I'm just writing checks.

Gift cards. If you want to make it more interesting, include a lottery scratch off game.
