If you are talking about a guy...then no. His actions do not always indicate his feelings. He may flirt but that may only mean he finds you attractive. That does not mean he wants to date you. If you are looking for signs of real interest, the most direct one would be him asking you on a date of some type. Doing some type of activity that would give him an opportunity to find out stuff about you.
Other than that, it's all a guessing game.

You might be able to tell by the things that they do! Most are not good with physical ways. Some might have to show you through words. Others, show you through listen when you have a problem. Some just try to be there for you, when time goes wrong! Do you like the person enough to ask them? Or do you just want someone to cater to you?

if a man really likes you he will adjust his pants and make reasons to talk to you no matter how redundant the questions happen to be. he will also not call. men have a rule about this. if he likes you ask him for his number or make the first move.
if you already have his number why aren't you calling him? the worst thing he can say is no.

Well everybody shows it in a different way, and some people act like they hate you but really are in love, the only way to know is ask......uv gotta take chances

Well they might tell you. Most of the time, the guy flirts a. lot and stares at you. He might also hang out with you or tries to a lot.
