Ok folks, here we go!
First off...when the shooting starts there is no time to stop and look at your partners and ask them if they are going to return fire. You don't designate a shooter on the police side. It's not an overtime hockey shootout. It's lethal force. EVERYONE returns fire until the threat has been neutralized. You shoot to stop. You don't shoot to "wing" someone like in the movies. Most police with all the training they get, only "score hits" like 30%-40% of shots they fire. Have someone shoot at you and see how good you do in hitting the target. Getting all that adrenaline running through you makes it REAL difficult. Thats why you can have gangbangers and cops alike shooting at each other 10 feet away and not hit each other. The cops do, however, have a higher hit percentage.
The typical police issued handgun can is a Glock 40 caliber. An average officer could probably EMPTY the 13 round magazine in less than 2 seconds. If we assume that there was 5 officers for an average and each officer fired 10 shots, then the shooting would be over in less than 2 seconds. Again, police shoot to STOP the threat. Stop with the overdramatic "OH MY GOD...THE COPS FIRED 50 SHOTS!" 2 second is NOT much time. The alleged 31 shots that one officer fired? Likely a combat vet. I have seen a vet officer go through two magazines in less than 4 seconds including the time it took to reload. It is what they TRAIN offices for!
The men in the car had struck one officer and were coming at another officer with the car when the shooting started. Unarmed? He was using a CAR as a weapon. The police officers were plainclothed. But all of them were wearing items that identified them as officers.
These guys all had rap sheets a mile long, for...guess what...WEAPONS OFFENSES. Hello? Are we supposed to take the 4th guys word that he wasn't carrying? OF COURSE he is gonna say he wasn't. He would implicate himself in a felony charge if he said he was!
Lastly, why does race have anything to do with it? Because the victims were black? The first officer to fire was a black officer so get over the race card.
The police did not wait two days to come up with an explanation. They had to conduct an preliminary investigation to determine what happened. They had to interview the officers. When something traumatic such as a shooting occurrs it can take up to 48 hours for the officer to remember everything. The expert psychologists recommend taking two sleep cycles before submitting a final report.
When you get that adrenaline dump and the shooting starts things happen. Auditory exclusion (your stop hearing things), tunnel vision (you only see things RIGHT in front of you, everything else is grayed out), and a little temporary amnesia are NOT uncommon. Stand down range and let someone shoot at you and see if you don't go into overload. Police officers are human. Not superhuman.
Walk in the shoes of a police officer for just one day. It's the only job where a slip second decision can cost you your life. It's also the only job where people will sit and take 2 weeks to come up with an alternate plan of what you "should" have done. Real easy to cast stones when you are not having someone try to run you over or shoot at you. The easy chair just doesn't hold the same stress as the street.

Your "question" wrongly implies that the police officer deliberately fired unnecessary shots. Police are trained to continue firing until the attacker is neutralized.
No competent gun-handler "stops and reloads" an automatic pistol in a combat situation. He changes to a one hand shooting stance long enough to get a second magazine ready to insert "on the fly" as soon as the gun is empty, and can be firing the second mag within less than two seconds. Any cop that isn't trained to do this may show up in the obituary section.
Think about it. You have seen plenty of assault rifle magazines taped together in pairs, so the user can release and flip them over for a fast change. There may be no time to get the second one out of a magazine pouch.

I'm not aware of the situtation, but I also know cops don't open fire without provocation. They may not have had guns, but they probably did something to cause the cops to fear for their safety and open fire. Even officers if they are in fear for their lives, will just aim and keep pulling the trigger, until they feel the danger is gone. They are trained not to, but if the situtation warrents, human instinct will take over. Regardless of race, the people who got shot, i am sure did something, or disobeyed an officers orders, to eventually warrent the officers actions
after reading previous answers, if the victim tried to run down a cop with a car, then he had it coming. That is why the officers opened fire and kept firing. They saw he was willing to kill them, and their only concern is going home at night, and will do everything to ensure they do. If it is true that he tried to run down an officer with a car, gun or not, he deserved what he got.

you mean the car that was shot over 50 times killing one of the people in the car.
They were shooting to stop a car, not just shoot a person.
( please get your facts correct, if you are looking it correct)
Next of course the bad guys always say police don't ID thierself, sorry but after years of being a officer we hear every bad guy act like he was a choir member when he was caught.
And they took advice of thier legal council to wait for a formal investigation, This is the PBA's advice and good legal councel.
And it appears that the people in the car tried to kill at least one officer because of what most likely was a drug deal gone bad to the people who were shot.
But people don't want to hear the truth or consider it, it does not make hate police story

well a police issused 9mm carries 15 shots so the police depending on how many were involved , fired then reloaded then fired again , then reloaded , need i say more .

It's my understanding that the batchelor party guys were trying to get one of the dancers to have sex with all of them and she refused so they got rough with her. A bouncer put a stop to it and they were going to ambush the bouncer when he came out. I heard that the cops found out and moved to prevent them from shooting the bouncer. One of the suspects took off with the gun that they were going to use but it's now been recovered.
At least, that's the rumor going around.

The driver hit the cop with a car, which is classified as a deadly weapon.
You hit a cop with a car, you deserve to be shot dead.
