I really like the bangs that I have been seeing a lot lately... but my hair is very un-cooperative. They are swept straight back and really volumous and kind of 40's vintage looking.

Could someone give me a step-by-step guide at making my bangs look like this and stay that way?

I imagine Paris Hilton went through a ton of styling gel to achieve that look. Also, for some people... that hair just isn't meant to be.
I would just go by to a local stylist or hair salon and ask them about it... you'd probably get better results. ; )

You should backcomb the top quite a bit. Pin the sides back first, leaving out the top middle piece. Then pull the bangs back. You're going to have to do alot of backcombing and use alot of hairspray!
