Error code: 0323 T-Case Lock Circuit Low
Parts Repaced: Dash Switch and 4WD Actuator

Current Symptoms:
1. Defaults to 4HI, will also switch to Auto 4WD.
2. Depressing dash buttons runs 4WD Actuator with vibrating gring noise at end of cycle.
3. Will NOT switch to 2Hi or 4Low

By 4wd actuator, do you mean the actuator in the front axle?
If so there may be a problem in the Encoder Motor on the side of the transfer case. GM PT. # 12474401
If not try the actuator on the front axle. GM PT. # 26060073

I've had a similar problem with my S10, I had to replace the small electric motor that switches the transfer case from 2wd to 4wd. Was fine after that.

Ck grd conn at frame under drivers door first. there should be 2 or 3 grd wirs with 10 mm head bolt. if ok then encoder motor is probably at fault.

Your transfer case is locked in a sort of limp mode, you should get it checked as soon as possible.
