You dog IS communicating with you, you just don't understand what he's saying. YOU are not communicating with HIM.

Go to a good obedience class so you can learn how to communicate.

The key is postitive everything. Make your dog want to interact with you. Let me guess... you try to get him to sit, you tell him and tell him then get frustrated and say loudly Dumb Dog just SIT!! I can completly understand. BUt your dog dosen't. MY advice would be to start a routine and stick to it. Feed him, walk him, play with him, brush him at the same time and in the same way every day. Have absolutly no expectations of him other than he follow the rules. and even then keep the discipline short and firm. Dogs have very short memories when it comes to discipline. When he poops in the house the punishment should be IMMEDIATE and firm. Then, when you feel a good solid routine has been found and kept and everyone is happy try sliding a comand or two into the day. Say he gets his treat before bed every day. hold the treat in your hand and tell him to give you kisses, or sit... whatever. when he does it even a little bit give him the treat. The point is to give him a sense of security in your love and care. (a little hint, dogs can read your tone.) If you talk to him about what you are doing and ask him what he wants eventually he will know what you are saying just by your tone. For instance, every time you feed him you ask " does doggy want her dinner, are you a hungry girl? my little terrier knows alot of words just because I have been using them for years. Walk, treat, dinner, potty, etc. The sentences are for you, the key words are for the dog. trust me eventually it will be like you are talking to him and he will "talk" back with love and obedience.

So are you asking how to get your dog to listen to you or talk to you?
If you want your dog to talk to you, you need to listen to him. Pay attention to what he's doing, when he seems anxious, when he seems excited. I always know when my whippet is hungry because he comes up and rubs his face on my leg. That's about all he ever talks to me about.
If you want your dog to listen, you need to talk to him in a way he understands, and never, ever, ever "go back on your word." If you don't want him to beg at the table, put him out of the dining room every time he starts up, and never, ever feed him from the table. If you want him to stop licking your face, stand up, stop petting him, and ignore him as soon as he licks, and always do that every time he licks you. If you want him to come, call him and show him a treat so he comes near you, then jump around excitedly when he does, so he learns he made you happy.
An obedience course would be a great idea. Dogs are much happier when they can communicate in some way with their owners.
