On. The lid keeps the heat inside the pot, therefore boiling the water faster.
Another tid bit, adding a little salt to the water will cause the water to boil at a slightly higher temperature which can be helpful while cooking especially at high altitudes.

The pan will boil much quicker with the lid on and then keep it on when you are simmering but tip the lid slightly to let excess steam out. That way you will need less heat on, and thereby save money and the environment a wee bit.

When you boil water it comes to the heat and convection. The more heat in a pot of water the faster it will boil. Also the more surface area for convection the more heat you can produce. So by placing a lid on a pot of water, yes, it will come to a boil a lot faster.

It comes to a boil quicker on. Thats because any steam that might occur will go back into the pot and steam cooks food quicker.

You have to have the lid on for it to boil quicker and don't fprget to add a slice of lemon to the pot so that it doesn't stain.
