Every time my husband goes out into the cold, his eyes swell up and breaks out in a rash , hes also has a bad chest.

I think he might have a typ of allergy called allergic rhinitis.

i agree. it is an allergic rhinitis.... those were the some of a signs and symptoms. so , better get rid the one who trigger the cause like house dust, animal dander, pollen. anti-histamine drugs is the drug of choice for that. but, you have to accompany your hubby to the physician fot further evaluation. though it is seasonal..but if those symptoms persist some physician will recommend injections for better and faster absorption.
encourage him to drink plenty of water. vitamin c. and good diet.and again avoid those factors that trigger the cause.

He should see his GP now, something is defo wrong.
