Highly unlikely you ever will, if your having problems with people ringing it that aren't calls related to you or harassing phones calls, ring NTL and get them to change it!

Also keep a recorded of the people/companies calling you, tell them first off 'this number is no longer assigned to this person please can you update your system' If they keep calling, contact NTL and Ofcome

The data protection act and ntl policy forbids them from telling you.

Why do you want to know anyway? do you have someone ringing your number asking for someone who doesn't live there?
just tell them, they don't have this number anymore, it's mine.
if they persist in calling, ask ntl to block that persons number and they won't be able to call you any more.

You can't. NTL aren't allowed to give you the info.
If you try to use a phone book you'd need to sit and go through EVERY number in the book and even then you may not find it if it's ex-dir.

I kept getting collection calls for some guy as soon as I had gotten a new number. I went on google and put the number in and turns out he had a landscaping business and I guess he wasnt telling the phone company it was a business line. I had to call and get my number changed again.

Google the number.

Depending on how long you have had your number, check the online reverse number lookups.
