You need to do a 10 min warmup on the bike or you can walk, and then you stretch. You also need to stretch after you workout so your muscles dont tighten up when you cool off. Doing this prevents injury.

You should do both. By stretching before a work-out you allow oxygen to get into your muscles, and they warm up for the work out, and reduce the risk of pulling a muscle. By stretching after a workout you are once again allowing oxygen into the muscles. During your workout they have become constricted and they need to be stretched carefully so you won't be sore and so they won't cramp. If you do get cramps, drink just a tablespoon of vinegar, it's amazing but it gets rid of those cramps.

It is good for you to do a light stretch before a workout or cardio. After wards a stretch and flex of the muscles worked would be very beneficial for muscle tone, growth also prevent injuries like pulled muscles.

Stretching is essential both before and after working out.
You know, of course, that stretching before exercising helps the muscles limber up. Stretching after exercising keeps the muscles from contracting too much after being worked. The whole stretch-exercise-stretch thing is to keep you more limber, more relaxed and able to use your muscles harder without hurting them.

Slowly and carefully stretch after a work out. Stretching cold tendons and ligaments can cause damage. Use an aggressive warm up to prepare your body for the jog or swim or BASE jump.

You're supposed to do it before to warm up your muscles so you don't pull any of them. After working out, just don't STOP everything. Slow down slowly. Work up the exercises into cardio, and then walk or do smaller quieter excersizes to calm your body down. You can do stretches to do this too.
