The same reason that they alcohol swab the arm of a man being being put to death in prison. You can never be sure that the needle is sterile and could infect the condemned man.

Maybe so these people can get some excercise and maybe get rid of their handicap. Most of the handicap parking permits are given to people with obesity related problems.

So a person using a wheel chair would have a larger parking space for getting into and out of their vehicle.

Perhaps the space is for another building. If it is for the building it is far too far away. That is certainly not ADA compliant.
