Look in a phone book and "shop" around. Ask to see a portfolio and choose which artist you like best.

I would recommend going to the shops and asking to see a portfolio and then choose from there but i don't think there is a website or anything of that nature.

I found mine on the internet. I just looked up my zip code and "tattoo shops" and found a bunch. I looked on their web pages to see sampling of their work. I found one that I really liked and went into the shop to talk to him. I liked what he had to say and his ideas were great. So, I hired him :-)
Are you in northern or southern CA? I am in Southern CA.
