The explanation of how to halal an animal is not in the Qur'an.
Islam has two main sources of guidance - the Qur'an, the word of God, and the Sunnah.
The sunnah is the example of Prophet Muhammad, peace be upon him, and his actions and sayings, which were written down, are called hadith.
The hadith explain to us how to kill an animal in the correct way.
To be halal, an animal should have been reared humanely and naturally, and given appropriate food for its needs, (e.g not feeding cows other cows, which is what caused BSE) must not be killed in front of other animals, the knife should be sharp, not blunt, so as not to cause unnecessary pain, and the cut should be made through the jugular so as to instantly remove consciuosness from the animal, and the name of Allah should be said.

See Al-Maidah 5:3. It appears the rest is in the Sunnah.
Peace.
