Well you can buy new gummy bears for like $1 so I recommend that, but if you must soften your new ones soak them in rum.
Rummy bears are good, and uh rummy :)

main goal is to heat them up a little to make them softer, but this won't help very much. Best to get some new ones if you want really soft.

Put them in a water proof jar or bag or whatever and place them in a bowl full or sink full of hot water. Not boiling or they will melt. Good luck.
