I haven't had the same problem, but from my experience with VW's, I would look at several possible causes.
1. The air intake is located close enough to the engine compartment that if there is a small leak you will get the odor into the passenger compartment. Especially on an older car, you can get small leaks in the fuel lines, around the injectors and in the vacuum system that will allow the odor from the fuel to enter the passenger compartment.
2. Check the emissions. If you don't have a clean combustion, fuel may be in the exhaust. While this will usually also cause backfiring and a loss of power, the odor may be a preliminary indicator.
3. Check the fuel tank venting system. If the tank is venting incorrectly, the odor may end up in the passenger compartment.
4. Check the tank for leaks. Because the fuel evaporates so quickly, this may not be easily done.
If your search doesn't produce a result, find a mechanic who works on VW's and other European cars to talk to. They will probably have a better idea and may give you the advice for free. If not, they should be able to find and fix the problem.
Also, check VWvortex or other online VW forums, the people on those will have much more experience and will be able to help in a much more comprehensive manner than anyone here.

OPEN HOOD and look for BROKEN HOSES! If You EVER used VALVOLINE expect to replace ENGINE VENTILATION HOSES and VALVES! IT ROTS them into NOTHING! YOU MUST USE ONLY VW/AUDI oil with the numbers 502 and 505 on the OIL LABEL! FACTORY uses RAVENOL and PENTOSYNTH oil! ANY OIL CHANGE CENTER can check for GAS TANK VENT HOSE leaks, but POWER WASH engine with GUNK ORANGE ORIGINAL To allow engine to BREATHE RIGHT and you will see any OIL LEAKS here! ONLY EUROPEAN GRADE FULL SYNTHETICS can be used in ANY EUROPEAN CAR ENGINE! It is NOT a PUSH ROD BUICK or CHEVY here!

Sounds like the gas tank has a hole or a venting issue.. You should go get it checked out.

I would only fill it a quarter of the way then, and if you do not smell then never fill it halfway again.
