Probably from one of the P2P sites but then you may well get a lot more than just publisher. Is it really worth it, Your choice.

Go to Downloads at Microsoft update and look for it. If you can't find it you can either chat or email them and they'll help you. It might be on your windows media cd too. It was on mine.
