First you'd have to define smart and second you could only rate individual beings. Asking which nationality is the smartest is like asking which forest is the greenest ; but most of all it is a slippery slope you are taking my friend... right in the steps of Hitler's propaganda for a so-called supreme race...

what is the criteria for smartest!
The only criteria i could think that is not culturally biased would be original inventions, ideas and art work.
The USA has the most original ideas and inventions for the past 100+ years by a huge margin and still every year, not changes to existing patents that would be copy cat Asian countries. But the US is made up of almost every Nationality.
as far as works of art, music, writing, i don't know.

there is no smartest nationality. there are dumb and smart people all over the world. usually, people say the asians, but that's not true. i knew a lot of dumb asian people.
