boil the water for the pasta, cut up the potatoes and saute with the garlic, cover and let the potatoes cook, then add the sauce and pasta, give the tuna to the cat, I hate tuna yuk, and leave the mayo in the fridge, have the peaches later
apples that are close to going bad probably already taste mealy, bake em with the sugar and cinnamon, do you have a little butter?

With the Mayo garlic and tuna you can make what the Italians call tonnato sauce for the pasta.
In a blender or food processer combine 1 can drained tuna, 1/2 cup mayonnaise and 2 cloves garlic and 1/8 of a teaspoon of salt until smooth. Toss this with hot cooked pasta and add pepper to taste.
Cut the red potatoes into quarters and toss them in a bowl with a little oil, salt and pepper and roast them in the oven
I'm assuming the peaches are canned (you've GOT to get more fresh (preferably green) foods into your diet!). You can sprinkle some cinnamon on them and let them sit in the fridge for a few hours to let the cinnamon permeate the fruit.
If the peaches are fresh, slice them in half, sprinkle with sugar and cinnamon and put them under a hot broiler for 2-3 minutes. They're great alone and better with Vanilla Ice Cream if you have it.
If the apples are going bad, throw them out. It's pointless to risk getting sick from eating them and missing classes.
The rest of the things you have, are pretty much things that you can't do anything else with without having to go shopping. In the future, to have a better stocked pantry that will give you a lot more options, just do a little advance planning and make a list. Perhaps learn to cooks some simple dishes that don't take long (not only will you eat better but it may impress a coed or two).
Now is sounds like you may not have a lot of refrigerator space like many students. Must haves for any pantry are:
Pasta
Rice (even instant or quick cook is passable)
Dried or canned Beans
Tomato Paste (get small cans or tubes)
Tomato Sauce
Garlic Powder (Buy herbs and spices in small amounts so they don't dry out over time)
Oregano
Dried Parsley
Canola or Light Olive Oil for cooking
Extra Virgin Olive Oil for salad dressing or drizzling over pasta or bread
Red Wine Vinegar
Dijon mustard - great on a sandwich, makes homemade salad dressing stay mixed together
Mayonnaise - same as dijon
Jarred Sun dried tomatoes, artichokes, black olives - always great to toss with pasta
Grated cheese - whatever kind you like or is on sale just get real cheese
Canned Vegetables (Delmonte Fresh are the best...they don't go soft as fast as others when using them in soups or stews)
Canned chicken, tuna, ham (you can mix with mayo and dried herbs for a fast salad sandwich or to stuff in a fresh tomato).
Breakfast cereal
Parmalat shelf stable milk - this is packed in vacuum boxes and can sit unopened on your shelf for up to 6 months. Get the 8 oz containers so there won't be any leftovers
You can find other pantry lists at the link below.
Finally if you're too busy to shop, you can get all or most of these items delivered by Netgrocer.com. It'll be a little more expensive but if you happen to find yourself with Christmas money from the folks, it may be helpful to use the service.

There's a couple of things you could do. You could make a "pasta bake". Cook the pasta-then mix in the tuna and red sauce-if you have any onions through them in too! Then put it all in a casserole dish, throw some parmesan cheese on top and back it for about 15 minutes. It's a great dish. The other thing you could do is make a past salad-cook the pasta and red potatoes. Next-put the cooked pasta and potatoes in a bowl-add in the tuna and mix it all up. Eat the peaches for dessert :-)

Make garlic roasted potatos, have it with pasta and sauce, add extra garlic to the sauce for the pasta. Slice up the peaches, apples and oranges for a fruit salad for dessert. Save the tuna and mayo for lunch sandwiches tomorrow, maybe with some of boxed rice you mentioned.

Looks like you'll be eating pasta. Use the apples for a dessert- cook them with cinnamon and sugar. Cook your potatoes and garlic together- bake the potatoes after quartering them. You could pour soup over them, or put tuna on top of baked potato chunks. Use the peaches for a dessert, too. Chow down on those oranges. If they're a bit sour, put a little honey on them. If you have cream of chicken and/or mushroom, you could use those as a gravy for your mashed potatoes or for your rice. Not too imaginative, I know, but if you pretend you're on a deserted island and this is all you have, it becomes more fun. (If you're a Lost or Survivor fan, that could help...)

if it's can tuna fish, buy a loaf of bread and have tuna fish sanswiches and a can of soup. as for dessert, you can eat any fruit you like.
Or you can make the pasta and pasata sauce without meat, buy a loaf of french bread, borrow some butter/margarine to make garlic bread with the garlic you have. for dessert, a piece of fruit.
