Everyone above me is correct. I work at an embassy. US Embassies give soooooo much to the host government. Most of the work that I see done is helping to improve the host government's policies, from law enforcement to their economy. All of this combined guarantees friendship and partnership in the future. We have what is called USAID that gives too damn much money to host governments that will never be attainable assets in my eyes. Maybe I'm not seeing the whole picture but I do know this: Governments love to have US diplomatic posts in their country because they know that they will get valuable assistance. The people of that country don't always agree though.

The purpose of an embassy or other type of foreign mission, such as a consulate, is to provide a base for promoting the interests of that particular country, as well as to provide its citizens certain services, within a host country.
The employees at an embassy include local hires and citizens of the representative country. They do work which covers every conceivable function from landscaping and maintenance, to driving, cooking, cleaning, clerical, administrative, political, trade, financial, legal, intelligence, consular, security, etc.

Besides all the other great answers to this question, and Embassy to there to collect information on the Host Governement. It examines how the host government is doing in the eyes of it's public. Also, it examines the economy, political events and movements, scientific activities, as well as many other aspects of what any country does.
All this information is formulated into reports by the State Deptartment.
