I can help you!!! You don't need to rub the poodle's nose in the pee... the best way to go about house breaking any dog is by crate training. This will only work if you yourself can stick to the training and not give up:
She needs to be kept in a kennel of the appropriate size; not to big, because if it is she can pee in the back of the kennel and still be able to lay down, but at the same time you want it to be big enough for her to sit, stand on all fours, lay-down, turn around. If you already have this then that is wonderful...
Now here is the harder part- She isn't allowed to be out of the crate unsupervized. Take her out to go to the bathroom every 2 to 3 hours, and 20minutes after each meal (even treats), and after play time give her the chance to go potty to, even if you played out side. Anytime she is not being watched closely, and isn't eating, playing, or out side she must be in the kennel. Don't forget to take her to the same place each time to pee, and try to make a schedule for her, so that she can know what is expected at what times each day. here are several key things to consider. animals though they have some basic emotions, affection(like, love, etc) are not capable of the long term thought needed for the a spiteful action you are attributing to your dog. dogs will not naturally poop or pee around the areas that the eat and sleep this is one reason why Kennel Training works. the key to any training is interaction, and socialization.
By interaction I mean you must develop a relationship with your dog. watch the behavior, and respond to what you think is appropriate or not. responding excited when you see the behavior you like, and do not respond to behavior you have not seen happen an example is seeing poop on the floor but not seeing the act of pooping. (just clean it up.) Also you can respond with a negative emotional, and the word "NO," not a physical response when you catch the dog in the act.
By socialization I mean your dog may not associate what training happened at the last owners house to yours, so starting from the assumtion that your dog was trained at the previous home she may not think that training applies to your home.
also some tips for training, When ever you are not paying full attention to the dog, Confine her. their are several ways to do this,
one use a crate/kennel, use a special room with baby gate and puppy pads, or you can simply atttach a leash to your belt and the dog, so the dog does not have free run of the house to find a place to eliminate out of sight.
also take the dog out after any period of activity, eating, or removal from restriction, this is the idea of prevention of any accidents in the house. some people will say to take the dog out every 2-4 hours. I beleive this doesn't train a dog to go out side, but to just to hold it until the next time it goes out. this technique can be used to lenthen the time the dog needs to go out by gradually lengthing the interval of outings.
Confinment, Praise, and diligence should lead to a successfully house trained dog. just remember that the previous training may only be associated with the previous owner, dogs do not generalize from one person to another. so what one person trains may not work when the another person takes over. this is what socialization will make happen.

If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

You might want to try getting a litter box and lining it with the pads you can get at a pet shop that attract doggies to pee on it. Lots of the toy breeds of dogs don't like to go outside. I have a toy poodle too and he uses the litter box..

i know this sounds gross- but rub their nose in it when the pee somewhere. Take them back to the spot and do that- it helps i've been told. otherwise find an animal trainer to help.
