There are many types of civil service jobs. Go down to city hall, review what is available, along with their specific requirements. They are all posted on a public bulletin board.

You need to take a civil service test and get on a list. I am a civil servant and began by being hired probationally until I was able to take the test for my position since no one on the current list had applied. Once I took the test, and passed, I was hired permanently. You can usually find a list of available tests by looking at your county's website.
