For your sake, buy a miniDV camera so you're can make your team proud next time. But basically, the easiest way you can do this is find someone who has a miniDV camera with an AV pass through feature. This will allow you to connect your S-Video or component video(red yellow white plugs) into the camera, then connect the camera into the computer. Or, buy a miniDV camera. Im serious. You cant stick with VHS forever, and eventually your gonna have to upgrade, so why not now? But if you cant, and you cant find a friend who has av passthrough, then go out and buy a VCR to computer connector cable (sorry, but this is the only other way. They cost around $30-40 and can be found at electronics stores).

Anyways, after youve got it on your computer, import into your favorite editor, and make an awesome video. Then when youre done you can burn to DVD or CD. Hope this helps!

The little lady up topside is right on with this one
There are converters that are available but nothing to compare to the outright flexibility of the VHS to DVD deal
You can even find editors to run between the VHS player and the recording DVD that are not that expensive and allow for some outstanding editing capabilities from the tape to the disk---then once the disk is done--- simply run that puppy into the chipstack and there you are !!!!

You should look for a local video production shop. They often have services for moving analog footage over to the digital age. If you're in the Denver area, I know One Floor Up can do this for you - even though they are more of a production shop. http://www.onefloorupdenver.com

You would have to copy the VHS onto a DVD before you can copy it on the computer.
